Based on @dantethedarkprince's 'Cute Little Witch' mod, this mod isolates the skirt, modifies it, and makes it RGB adjustable.
Notes: Have actually been sitting on this one for a long while, I had no good solution to a layering problem with the original version so I had to add frills to the Back layer to cover up the issue.
