@Hentai_Master_Hand_44 has really been a big help in bug testing. They found that shoe mods wouldn't layer correctly with the vanilla version.

So, unfortunately for vanilla fans, this mod is moving to Loader so it can be put onto the Legwear layer correctly.

Changes:
- Changed mod to LOADER only
- Layers correctly with footwear

Before the whole stocking costume was on the Bottoms layer, but in version 1.1 I've split the costume into two registrations - Bottoms and Footwear. This way it should work with shoes that don't overwrite the Footwear section. Thank you @SunBlaze for pointing this out.
