same. the very nature of the gerudos lends them well to logically being an enemy type. they are all female, save for a king born every 100 years or so. and sadly for them, that always happens to be the "hitler of hyrule", ganondorf. you would think they would actually dedicate themselves to their king. and it isn't helped by the fact their society already leans towards evil. in order to keep up their population, i bet they would need to acquire men from Hyrule proper. otherwise Ganon's the luckiest man alive! plus, they tend to be desert bandits and pirates hostileto or wary of outsiders. even just ENTERING their homes sounds like reason for them to be a local (if not gamewide) enemy. but sadly, we never actually slaughter them. at least not in a "kid-friendly" way, just knockouts. even then, the combat strategy is usally just avoid them or get caught (Ocarina and Majora)
