I am probably not fully up to date so there might be better ways but the ways I know:
There are several ways to do it, the easiest is to add it in Mods/$INIT$ and then just add it to the Mods.txt in there.
This will always load it. But you can also add it to a character so you just put it in Mods/[CharName]/Mods/ and then add it to the Mods.txt there.
This will load it when you select that character.
