i dunno if i'd say its double dipping, it's prolly just the timing right now. publishers want the next gen consoles to do well so they'd delay it or any other things. i mean look at the bullshit ubisoft is saying.rockstar is sort of an exception to it since they basically do whatever they want at this point.
