Yeah, I've noticed there are some noticeable zako missing from those images, like everyone except for Electra in the SoR series (and only her SoR3 version is included), and Poison and Roxy from Final Fight (yeah, there's the whole tranny argument, which technically makes them guys, but later depictions have shown they're very feminine), among others. It's still an impressive collection, though, and it looks like we've identified quite a bit.
