Game Menu: Toggle cursor control (1 Viewer)

Disclaimer: If there is already a way to accomplish this, please feel free to smack me upside the head and send me on my way. Preferably after telling me how to do it.

What I'd like, is a way to turn off 'pop-up' and 'hide' the game menu via mouse cursor position. So that the menu only appears when I press (Y*), and persists until I press (Y*) again.
*: Or whatever custom keybind you may have set up.
