Hi im new to this Game, Forum and i have a Question does it gave an German Dialogue or Voice for the game?

By default, no. There are some custom dialogues in German here and here. There are a few others scattered throughout the Dialogue forum - try searching for titles with "German" rather than ones tagged that way as most are from the old forum.
I am not aware of any German audio dialogues.
