I'm trying to import a new hair PNG image onto a new character, using the steps in this link (https://www.undertow.club/threads/wip-character-importing-and-saving-tutorial.6255/), but it will not load onto the characters head, rather it will load onto thin air.

When asking for help, please explain what you're actually doing. Step-by-step, if possible. It's also useful to mention which version of the game you're running, and any significant mods (such as moreclothing) which are included in your $INIT$ list. If you suspect that a mod is misbehaving, then try using the Flash Player Projector content debugger to check for runtime exceptions.
It's also useful to show a screenshot of the failure and maybe show the mentioned mod when the link is very ambiguous. In the link we could use 3 Hairs of Ruby Rose.
