Most characters with hairs have been covered already, the only exceptions I can think of are...AloeCanni SodaCoco PommelLightning DustLotusSnowdrop (I don't think she has one though)...as well, all of those characters don't have tail mods either.As far as getting them made goes, Dante was the one making all the cutie mark & tail mods, and he's currently busy getting thorough some of his requests backlog (so no new requests for now). But some of these characters (at least Aloe & Lotus) are part of that backlog, so he'll get to them eventually while probably adding any pony he missed during the previous request.
