After reading through all the posts, I would like to express my own opinion:
Why not making an animation?
From above, it is clear that a moive
1 Can't have too many female zakos in one scene, while mass fight and body pile are the most attractive components of zako.
2 Clothes can't vary or it will be too expensive. According to my experience of watching movies adapted from ACG, real clothes are always as fancy as they should be. Not to mention special effects.
3 Action scene may not be ideal. Hiring a number of professional female actresses is extremely expensive. It is hard to trade off beauty, physical ability and number.
4 Is limited in backgrounds. We can afford to build a new background while real one is very likely to be i interpreted by external elements like cars passing by, guys playing basketball etc.
Animation can solve all the problems. We can find some CG team and regular girls as voice actors. It might be easier to improve the quality of cinematic.
For female zakos, I got quite a lot to say. I make it short and brief for now.
1 For clothing, I prefer sexy but also practical dress style. Unpractical dress like high-heeled shoes can be left for bosses. The dress of female fighters should make them seem to be professional fighters, no matter they are military soldiers, gang hatchets, martial artists, Japanese kunoichi or others.
The female fighters from Denjin Makaii 2 is a perfect example.

Middriff tank top is my favorite one. Of course others bodysuit, chesong sam, bikini style armour are fine to increase the variety of zako.
Pants, breeches, long trousers and kitts are all fine. Proper cover up can make female fighters more sexy than completely naked.
Generally, I prefer sports shoes and boots because they are useful for fighting.
Fingerless gloves, bandage on legs or fists, culff and OTV indicate the fight is serious and real. Some of which should be worn by female zakos.
Hair style, top and glasses can vary to make female zakos sligthly different from each other.
2 For fighting style. It is really a little complicated to express. On one hand, I want the fight look real. Most actions are quick, mighty, achievable and essential in the fight. Fighters use whatever they can use to win the fight. On the other hand, I really want it is a hand-to-hand fight. Touching sexy and fit girls' bodies are the marrow of hand-to-hand fight. Guns and swords are too quick and permanent as others speak. If the females zakos are gangers and Chinese martial artists which do not use weapons the problem might be solved.
3 For female zakos. As said in clothing part, these fighters must be professional (not elite of course). They are strong, confident and brave, willing to donate their lives for their course. They will fight to the very last, never escape from battle (unless go to warn others) or beg for mercy.
In the fight, they are concentrating fighters not girls, which means they do not care about their private part. They do not mind showing their pussies when kicking and will cover their breasts when bras are torn during fighting. Generally, they are clam and care each others. They know how to fight together, not just fight hero one by one when others are just wandering around in the background. They care about each other and may sacrifice oneself to make opportunity for others.
Outside the fight, they are still cute girls. They take care of their face, skin and shape well (fighting exercise is one part of this of course). They have their own personal life,depending on their identifications.They do not necessarily to be evil, probably they just have different values, different goals and different leaders, which is not important.
4 For heroes. The hero could be either a muscular male or a conservative female. The male hero is very strong. He defeats cute and sexy girl fighters effectively to present his might as a man. The heroine is what I preferred. A pure, clean girl in neat school or business skirts can make her differ from the large number of sexy girl fighters. She is fully dedicated to her course just like her opponents. A deadly fight on the open square is what I expect.
Since one's turn off might be another's favorite, I just wrote so much for now. I got a lot of saving but am still looking for job so I will see what I can donated when the project plan is proposed.
