Hey trashcan, you'd need to be a bit more specific than that. See because an FLA is basically like the blueprints for an SWF.
An swf is a compiled fla and as such is not suitable to work as an alternative to an FLA.

What is it that you'd like to accomplish?

Right, my bad. I'm looking for the blank body templates required to make clothing mods.

OK! Well if you're looking for the templates that are accessible outside of FLA format there are two good options.
1.) Hacker's PSD template
2.) This SVG template (for use with Adobe Illustrator with free software like Inkscape)

I don't recommend using my .PSD template for raster mods anymore, mods should only be vector these days since the SVG template exists now
