And here is the basic story:

The off-duty Little Justice meets Punisher, who was on his way to dispatch young Kunoichi. The head of Kunoichi "Misa" organizes her companion, try to trick and end Punisher's life to save their sister. And some unfortunate Bike Gal(from Battle Circuit) just ran into Kunoichi's trap before Punisher...

Also, about The Blues Brothers, they are not Nazi hater, it's just their talent to attract fascists chasing them.

And what's the meaning of their cameo... They will show up later in the final duel between Little Justice and Punisher. You can think them as  Deus ex machina for  Little Justice to escape the unbeatable Punisher.
