small compatibility update to get moreclothingV14 customhair name

bugfix that moves popup menu to top layering when brought up, due to moreclothing usually adding other stuff near the menu afterward.

this is now a popup menu, and you have the ability to change
x,y coordinate
rotation
scaleX, scaleY

there is also a reset button to undo position / scaling changes to headwear.
the new stuff all supported with charcode saving
