reuploaded 7_1, minor tweak to maskoffset setting

added a couple settings to adjust how much the mod increases the min and max scaling.
changed default increasing from a factor of 4 on both ends, to x3 on max size, and /2 on min size.
this should prevent getting in the bad ranges where the penis would vanish when too small, and penises larger than 3 probably couldn't be used for anything that looked valid.

changed mask calculation to use same distance based mask scaled logic as animtoolsV28, should help with some fringe cases
also bugfix for charcode, nobody should have seen the background issue

just added a setting to not create a modpage.
I have been moving saving stuff over to charcodes, and i want to keep things cleaner.
you can still enable the modpage and the files will still load with or without the page added.

also changed default settings so if settings file not found, won't go into test mode with the half alpha head
