I think I may be missing something because I have tried to remove this portion of the loin cloth; I have tried erasing every portion of every file extracted to attempt to find how to remove this...I circled the offending parts in green. I can't seem to figure out where these are and it's making me insane!

Open the pac file with the 3D converter and check the material to see which texture is being used.

Since there is no such mesh in the hem, have you renamed the pac file and used it?
Did you mistake the rename?

Texture editing function was newly added to windows 10, so I tried using it

It's about 45 files like these, how to fix? When i got int the game, there are missing body parts.
