I have fixed my own issue, but it took me a long time figuring out what was causing the problem with the BSO launcher to crash without error. This was using a combination of various posts to provide the answer. If you have crashes in the XIGNCODE3 portion of the loader/launcher, this is what I did.
1) Delete files from the PAZ directory : pad00000[2019-06-13][1149].meta.backup (or whatever the backup file is), PAD61337.PAZ, pad00000.meta.RNP, and pad00000.meta.
2) Verify your game files through steam, let it fix them
3) Run the resorepless installer, be sure to select "let the program decide" in the injector stage
4) Remove all directories and files that is required to be in the PAZ directory for the 'resorepless' installer, minus the Restore N Patch executable. (for safe keeping I put them all in a zip file in the main BDO directory, because you have to repeat this process every time they send a new patch)
5) Run Restore N Patch from the PAZ directory.
That should be it; or at least it was for me.
Ok so
1) files like pad00000[2019-06-13][1149].meta.backup is like the name would suggest beckup of the (hopefully) original meta file from before patching. You only need the last beckup , you can safely delete older ones as meta gets updated every patch.
pad00000.meta.RNP , same as above better not mess with it.
PAD61337.PAZ and other with higher number - created by meta injector contains the modded files, i believe they do get deleted by game "repair" function. They only come into play when meta file is modified by meta injector.
pad00000.meta - the file game needs and is also the major file for modding. If you delete it you need to repair game. Whenever there is a patch original file needs to be restored or else the file will end up corrupted and you will need to repair the game. Hopefully Restore N patch handles it for you.
2) Not sure how steam repair works but the stand alone does the repairing rather well - you don't need to delete anything it will redownload any modified file.
3) I'm pretty sure the option "keep the files where they are" is recommended. I didn't use resorepless for long time but it used to place files where they need to be. Option "let the program decide" doesn't work with multiple file with same name are present, there is a warrning in program as UndercoverPervert mentioned.
4) Folders in PAZ directory are for the tools , game DOES NOT read them ever. Deleting them serves no purpose other then freeing disc space.

I'm not sure what's the use case for newcustomdata, I do know it's not currently in effect so you shouldn't need to modify any of the files in that folder, if/when those files become relevant, I'd look into why a crash my be occuring. The customization files that aren't under newcustomdata can still be edited just fine.
Could you elaborate? To change the in-game sliders i used to edit gamecommondata/customization/(number representing given class)/customizationboneparamdesc.xml . Using my old files causes sliders to be ignored in game. I extracted new xml from the game - its very different from the old one, there are multiple entries for each body part and i don't know which to change. I tried some and game ended up crashing when attempting to enter char selection screen.
