If you haven't found it yet, it was made by Kir (Link:Kir's imports [Added Dynamic hair: Frenda Seivelun from Toaru Kagaku no Railgun]). It's under "Swf Imports #3".

You could also use ShareX, its free and produces pretty smooth gifs, I just dislike the colors but honestly they're fine... they're just not perfect.
