After you place the model on its place, set the scale to 0.394, freeze the transformation( The scale goes back to 1, but the size doesnt change), and export. Change the scale of the original mesh to be replaced to 1 in object mode.
I think that the mesh to be replaced already has scale 1, so select all in face mode and adjust the scale and position.
Merge the original mesh leaving one face.
Freeze the transform.
Perform a reset of the transform
Return scale to 2.54.
