If you send it to several people, or if you immediately suggest handing off the request to someone else, then you nullify the praise. Such behavior shows that you think of artists as interchangeable. If you actually do hand it off to someone else then the recipient going to be mildly insulted (because they can see that they were your second choice).
There's no inherent problem with the impersonal approach. If you really don't care who works on your request, then you're welcome to post it to the Request board. But if you're going to approach artists directly, then please be tactful.
