if you followed the steps as indicated, it should work :P
could also be wrong body ? Does that outfit hide the body of other classes as well ?
We're all just guessing here because of the vast amount of info you provided us to help with your troubleshooting
Has anyone tried to mod the new badakka outfit? I am experiencing hole problems. I tried to add UB and LB pac to partcutdesc.xml
PKW_UpperbodyHair and PKW_LowerbodyHair sections but it didn't fix the issue. Any advice is appreciated

I figured out. Need a blank ao file pvw_10_ub_0080_ao to solve the issue.

try the PartcutGen tool (do a search), it will help you deal with holes much easier :)
here is the partcutdesc the tool made for me, along with the outfits I have excluded (txt file). I am missing some outfits in that list, sometimes I will see some "empty" players, I havent identified their outfit name to fix them yet because I dont have those outfits or they are not in the outfit previews from the pearl shop at the moment.

Aside from a few texture edits, I didnt make any of the mods I am using, so you'll have to do like the rest of us and fish out those you like in these forums.
Unfortunately, there are many many posts and pages to go through as many people tend to ask questions that have been answered (instead of using that "search" button), then those who answered or others will reply again, lengthening these threads to the size that they are today :P
You can also look at Suzu's ressources to get started (https://www.undertow.club/downloads/authors/suzu-鈴.26775/), it will have a lot of outfits and bodies already.

I have two gamecommondata files, one that can change the size of my thighs and the other that can change the size of my breasts. Is there any way to change the size of both my breasts and thighs at the same time?

Everything is in gamecommondata. You should only have one working folder (check the logs, one is overwriting the other). You control everything in those files and the names are self explanatory once you find the lines. Be mindful that you'll have to change the numbers at several lines for each character so I would advise you to use the "replace" function from notepad or notepad+++ (better) and work in batch.
Do a search for gamecommondata and you're sure to find several already made files if you dont want to go through the trouble of changing those lines manually, although the chosen numbers might not be what you like (too big or too small extremes).
There are also different posts explaining which character use what gamecommondata sub-folder number if you only want to tweak one specific class.

Care to elaborate how it deviates? Is it just in a wrong position, does it completely missform?

Weight paint.
You probably took an outfit from one class and move it to another class, didn't you?
Two different classes use two different armatures. Can't always expect things to work out by simply moving and renaming.
You can give yourself a decent base to start off with by following this video:
But expect to do some manual weight painting to adjust it and avoid clipping with complicated meshes.
