I let the horse run all the time while I was altering the model, and the horse's level was 47.
If I start modifying something else after this, the level might max out at 100. lol

EDIT: If you talking about Suzu's new body mods, check the file path. New body mods works fine.

I use Blender to modify outfits and works fine in game. Your problem can be in applying the dae again in the pac file. Do you use the last PACTool (1.4.4)?

The mesh extracted by PacTool has a skin weight.
Normally, editing such a mesh will destroy the skin weight.
Destroyed skin weight destroys the movement of the mesh.
What I do when I modify a mesh is first duplicate the mesh. It does not have skin weight. Then I edit the clean mesh and modify it. After the modification is complete, I add skin weight using bones. Then copy the skin weight from the original mesh to the modified mesh. Adjust the skin weight so that the character's movements do not deform the modified area.
After this series of work is completed, save the file as a DAE file.

Yes, it causes seams, texture misalignment, deformations, etc. You must export with the Better Collada plugin for Blender to include additional data that makes the process over 99% accurate (the extra data is the data that the pac format stores for normals, but the pac format has significantly lower precision, hence why it's not 100% accurate, it's as accurate as it can get, which is practically 100% making the process reversible).
